Dear Prime Minister:

I am pleased to submit to you the Eighteenth Annual Report to the Prime Minister on the Public Service of Canada, in accordance with the provisions of section127 of the Public Service Employment Act.

In the report, I assess recent progress in renewing the Public Service, outline the future direction for renewal and identify priorities for action.

In preparing this report, I have again benefited from the work of the Deputy Minister Committee on Public Service Renewal and of your Advisory Committee on the Public Service, co-chaired by the Honourable Paul M. Tellier and the Honourable David Emerson.

Renewal is essential to ensuring the capacity of the PublicService to serve the Government and Canadians with excellence in the years ahead. I appreciate your support for this important work.
